The New Deal and Racial Exclusion: A Lasting Divide in Infrastructure Opportunities

The New Deal built roads, homes, and the modern American middle class. It also, by design, excluded millions of Black Americans from its benefits.

Those exclusions were not incidental. They were structural — written into who could get a loan, buy a home, or join a union.

The infrastructure divide we live with today is the downstream effect. The contaminant entered the groundwater decades ago.
